CommentThe process safety report shall be one single report for the plant (i.e. not split into several reports), and this report shall be updated whenever relevant modifications to the plant are performed.

The process safety report shall as a minimum include/describe:

  • The philosophy for process safety functions, i.e. pressure protection, level protection, temperature protection and overflow protection;
  • Process safety functions including premises for the design of the safety function:
    • Documentation of how these premises are fulfilled in design and shall be maintained, so that future modifications will not compromise the design intention;
    • Relief cases (all) for relief valves including the dimensioning ‘required capacity’ and the; ‘rated capacity’
    • Instrumented shutdown:
    • The structured review of the required instrumented shut down functions:
    • Documentation of the performed structured analysis utilizing SAT, SAC and SAFEs in accordance with ISO 10418/API RP 14 C;
    • Documentation of the structured review carried out to determine required instrumented shutdown functions, e.g. LOPA (if applicable);
  • The philosophy for leakage detection;
  • Listing of valves that need to be secured in the correct position as a part of the process safety design, including reasoning for securing the valve position and the choice of method;
  • Heat conservation philosophy for safety critical heat conservation including operating and maintenance practice to ensure proper reliability of the heat conservation systems;
  • Safety critical procedures (administrative control);
  • Safety critical check valves;
  • Pipeline protection (if relevant);
  • The reasoning for the chosen sectionalisation of the process;
  • The relief valve schedule;
  • PSD response time.

The dynamic simulation model(s) used for the simulations of the Inadvertent valve opening (IVO) and Choke collapse (CC) scenarios, e.g. the Olga model, shall be delivered and shall represent the As built design of wells, flowlines and topside piping.
